IAS officer Dibyajyoti Parida launched the "Nirikhyana" app, offering three free scans through private and government clinics. 38 lakh women benefited. High-risk pregnancy detection jumped from 4% to 25%, and neonatal deaths were cut in half in just two years, saving countless lives.
